Job Description:

GENERAL PURPOSE
The Gas Compliance Coordinator ensures Trinidad’s Gas Utility follows federal, state, and local safety and environmental regulations for natural gas operations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Compliance Administrative Duties:

  • Monitors compliance with safety standards such as PHMSA, COPUC, DOT and 49 CFR Part 191-192-195 for gas pipelines, alongside state and federal utility commissions.
  • Prepare required regulatory reports, maintain audit-ready records, and log pipeline safety data.
  • Ensuring infrastructure records and reports are entered into proper software programs to meet company standards and comply with federal and state regulations for cathodic protection compliance reporting.
  • Conduct regular internal audits and prepare the Gas Utility for external regulatory inspections.
  • Support key safety programs like Distribution Integrity Management (DIMP), Public Awareness, and Damage Prevention and Operator Qualifications (OQ).
  • Serve as the main contact for the Pipeline and Hazardous Materials Safety Administration (PHMSA), Department of Transportation (DOT) and Colorado Public Utility Commission (COPUC).
  • Provide direction, development, implementation and monitoring of natural gas compliance programs in partnership with senior leaders.
  • Continually develop personal knowledge of regulations and assist in the implementation of best practices to adhere to those within the department.

Gas Technician Duties:  

  • Works in the field on a regular basis and take part in our emergency on-call program.
  • Installs facilities according to specifications such as trench depth/width, backfill, compacting soil and shoring.
  • Maintains certification and performs poly fusion of mains and services for proper installation.
  • Performs pressure testing of facilities to ensure integrity and satisfy company and regulatory requirements for both above and below ground corrosion control along with painting technics and materials.
  • Insures accurate location and installation of facilities such as service lines, mains, and meter sets.
  • Provides recommendations on proper material type and size to accommodate load requirements and pressure.
  • Performs underground gas pipeline locates to conform with Colorado one-call regulations.
  • Performs above and underground leak classification and performs repairs using approved methods and materials based on type and sizes of mains and services.
  • Performs hot line tapping of mains and services of various sizes and type by selection of proper equipment and the use of proper procedures.
  • Performs routine maintenance, inspection and troubleshooting on the City of Trinidad’s regulating stations and odorization injection tanks.
  • Retrieve, download, and program gas meter information from the AMI system.
  • Inspects construction activities of gas contract crews.
  • May be required to work extra overtime hours, weekends or holidays in the event of emergencies. Hours of work are generally 7:00am and 3:30pm Monday through Friday.  Must respond to emergency call outs and participate in the “on-call” program.
  • Performs other related duties as assigned.
NECESSARY KNOWLEDGE, SKILLS & ABILITIES
Knowledge of:
  • PHMSA, COPUC, and DOT regulations as well as emergency procedures and processes.
  • Excellent written communication, detail-oriented record-keeping, and strong analytical problem-solving.
  • Comprehensive understanding of the gas operating safety procedures.
  • Demonstrate knowledge and proficiency with computers, iPads, or tablets, smart phones and related software applications utilized in assigned area of responsibility (MS Office Word, Excel, e-mail and calendars).
Skilled in:
  • Listening to, reading, understanding, and communicating the English language so that others are able to understand. This must be done both orally and in writing, at the level appropriate for the position held.
  • Managing situations requiring diplomacy, fairness, firmness and sound judgment.
  • Safe work record and demonstration of a strong work ethic.
  • Strong organizational skills and a willingness to be pro-active and accept new challenges.

Ability to:
  • Learn federal pipeline safety codes, code interpretation, and risk assessment.
  • Analyze situations quickly and make independent decisions based on sound reasoning, good judgment, established procedures and proper interpretation of City ordinances.
  • A demonstrated mechanical ability, to read and understand operation manuals and a solid understanding of regulators, meters and pipefitting and gas operations.
  • Pay close attention to detail.
  • Maintain effective working relations with co-workers.
  • Reliably and predictably carry out duties.

SUPERVISION
Received:  Works under the general supervision of the Department Foreman and Gas Utility Director.
Exercised:  None.

EDUCATION/EXPERIENCE
Required:
  • High School diploma or equivalent.
Preferred:
  • A bachelor’s degree in engineering or related field.
  • Experience or knowledge with natural gas utilities.
  • Knowledge with PHMSA and COPUC regulations and emergency procedures and processes.
Other Requirements:
  • Must possess a valid current state-issued driver’s license, not under suspension, revocation or denial nor have any prior alcohol and/or drug-related driving offenses within the last five years.  A class “A” Commercial Driver’s License (CDL) with airbrakes is required or must be acquired within six (6) months from date of hire at the applicant’s expense and must be maintained during the length of employment in this department.  A driving record search will be conducted on all applicants prior to employment and will be subject to observation throughout their employment.
  • Must participate in the City’s Drug & Alcohol program, including pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return-to-duty testing and follow-up testing.
  • This position requires maintenance of certifications in Operator Qualification (OQ) and Poly Pipe Fusion (PF).
  • CPR and First Aid training required. All certifications, once achieved, must be maintained throughout employment.
  • Successful passing of a City Gas Department examination may be required to qualify for the position (passing criteria, date and time of test will be announced if necessary).

 

TOOLS & EQUIPMENT USED

Personal computer, Microsoft Office Suite, and databases; phone; fax and copy machine.  Operation of heavy equipment such as backhoe, skid steer loader, dump truck, etc., and smaller power tools such as abrasive wheel cutters, air compressors with paving cutters, earth tampers.  May be required to operate equipment as needed.

The employee is occasionally required to stand; walk and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move 50 pounds, and on occasion lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception and ability to adjust focus.
While performing the duties of this job, the employee is frequently exposed to toxic or caustic chemicals. The employee is frequently exposed to moving mechanical parts and fumes or airborne particles.  The employee is frequently exposed to outside weather conditions, risk of electrical shock, dampness, direct sunlight, dust, pollen, insect strings, and animals. The noise level in the work environment is usually loud.
