Job Type: Full time, Salaried

Wage: $55,000-$58,000/yr.

Location: Trinidad, CO.

Job Description:

Responsible for the operation of the Utility Billing Department to ensure that the utility operation is conducted efficiently and that billing and collection procedures are maintained on a timely basis.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Note:  Regular and predictable attendance in the performance of this job is an essential function.

  • Supervises, trains, evaluates, disciplines, directs and fills in when needed for responsible positions tasked with billing customers, collecting payments, resolving problems, and reading meters for utility accounts.
  • Receives customer service complaints, determines facts and resolves issues ensuring that the City ordinances are properly administered.
  • Files sales tax for utility billing.
  • Prepares consumption and revenue reports for Electric, Water, and Gas Department Directors.
  • Verifies and oversees utility bill processing.
  • Prepares bills for mailing.
  • Calculates minimum demand charges yearly and ensures those rates are on rate tables.
  • Changes rate tables or billing procedures as required by ordinance changes.
  • Communicates closely with other City Departments to maximize the effectiveness and efficiency of interdepartmental operations.
  • Prepares reports and printouts as necessary
  • Backs up bank deposit verification.
  • Approves payment arrangements and disconnects.
  • Responds to calls and complaints from the public.
  • Monitors employee leave requests and submits bi-weekly payroll.
  • Maintains and runs bank drafts.
  • Performs other duties as assigned by the Finance Director or City Manager

NECESSARY KNOWLEDGE, SKILLS & ABILITIES

Knowledge of:

  • Policies, requirements, and procedures for the City's utility operations.
  • Proper public and telephone etiquette concerning complaints and the receipt of money.
  • Modern office procedures and account posting procedures.
  • Principles and practices of accounting related to revenue collection and utility billing.

Skilled in:

  • Handle stress effectively without it interfering with performance.
  • Organize, set priorities, and exercise sound independent judgment within areas of responsibility.

Ability to:

  • Analyze situations quickly and make independent decisions based on sound reasoning, good judgment, established procedures, and proper interpretation of City ordinances.
  • To listen to, read, understand and communicate the English language so that others are able to understand. This must be done both orally and in writing, at the level appropriate for the position held.
  • Work in a fast-paced environment, while being able to maintain a professional and courteous attitude.
  • Establish and maintain highly effective working relationships with other employees and the public.

SUPERVISION

Exercised:  Provides supervision of the Utility Billing Department to include Cashiers, Utility Account Manager, Utility Billing and Meter Reader.

Received:  Works under the general supervision of the Finance Director.

JOB QUALIFICATIONS

Required Education/Experience:

  • High School diploma or equivalent and minimum 2 years billing experience or training preferred.
  • Minimum 1 to 2 years of experience with FlexNet System and Tyler Software required.
  • Experience in office management and supervision preferred.
  • Proven track record in customer service.

Other Requirements:

  • Must possess a valid current state-issued driver’s license and not be under suspension, revocation or denial nor have any prior alcohol and/or drug related driving offenses within the last five years. A driving record search will be conducted on all applicants prior to employment and will be subject to observation throughout their employment.
  • Successful candidates must pass a physical exam in accordance with job duties, a background investigation, and a drug screen prior to employment.
  • Safety Sensitive - as required under PHMSA Drug and Alcohol Testing Requirements, all employees that respond to emergency calls are required to participate in the random testing program in place at the City.
  • CPR/First Aid training required.
